1/6/2012 Tallahassee settles suit over informant Rachel Hoffman's death
Tallahassee city commissioners approved a $2.6 million settlement Friday in the wrongful-death suit of a police informant who was fatally shot during a 2008 drug sting. The parents of Rachel Hoffman, 23, sued after her death, claiming police were negligent in setting up the Florida State graduate as an undercover informant after she was caught with marijuana and pills without a prescription. Jury selection for the lawsuit began this week and the trial was scheduled to begin Monday. After a closed door session with attorneys Friday, commissioners voted 3-2 to approve the settlement, the first $200,000 of which will be paid by the city in the next few weeks, City Attorney Jim English said. The rest will be paid after the Florida Legislature passes what is known as a "claims bill," which could take years.

5/24/2011 UN opens probe into Japan's crippled nuke plant
A major international mission to investigate Japan's flooded, radiation-leaking nuclear complex began Tuesday as new information suggested that nuclear fuel had mostly melted in two more reactors in the early days after the March 11 tsunami. That would mean that all three troubled reactors at the plant have had their cores mostly melted down. The team of U.N. nuclear experts met with Japanese officials and planned to visit the Fukushima Dai-ichi plant in coming days to investigate the worst nuclear accident since Chernobyl in 1986 and assess efforts to stabilize the complex by Tokyo's self-declared deadline of early next year. Meanwhile, the plant operator, Tokyo Electric Power Co., released a new analysis suggesting that fuel rods in the plant's Units 2 and 3 mostly melted during the early days of the crisis, which had been suspected but not confirmed. In addition, some chunks of the fuel appeared to have entered the outer containment chambers, causing some damage.

5/11/2011 After sanctions on Syria, an apparently organized attack on EU Parliament’s Facebook page
The European Union says supporters of the Syrian government are flooding the European Parliament’s Facebook page with hostile posts. A Parliament spokesman says that since Tuesday night the page has been “flooded by posts which are coming from Syria and are probably well organized.” Jaume Duch says many posts, which support Syrian President Bashar Assad, were probably generated automatically. Assad is trying to repress an uprising, and human rights advocates say hundreds of people have been killed and thousands arrested.

4/28/2011 Convicted RFK assassin says girl manipulated him
Convicted assassin Sirhan Sirhan was manipulated by a seductive girl in a mind control plot to shoot Sen. Robert F. Kennedy, and his bullets did not kill the presidential candidate, lawyers for Sirhan said in new legal papers. The documents filed this week in federal court detail extensive interviews with Sirhan during the past three years, some done while he was under hypnosis. The papers point to a mysterious girl in a polka-dot dress as the controller who led Sirhan to fire a gun in the pantry of the Ambassador Hotel. But the documents suggest a second person shot and killed Kennedy while using Sirhan as a diversion. For the first time, Sirhan said under hypnosis that on a cue from the girl he went into "range mode" believing he was at a firing range and seeing circles with targets in front of his eyes. "I thought that I was at the range more than I was actually shooting at any person, let alone Bobby Kennedy," Sirhan was quoted as saying during interviews with Daniel Brown, a Harvard University professor and expert in trauma memory and hypnosis. He interviewed Sirhan for 60 hours with and without hypnosis, according to the legal brief.

3/11/2011 'Tightening noose' on Gadhafi, weighing more steps
Pledging a relentless drive to kick Moammar Gadhafi out of power, President Barack Obama said Friday the U.S. and the world community are "slowly tightening the noose" on the leader of Libya and will keep up the pressure. But he would not commit to intervening at any cost, warning of potential perils in military action. "It's going to require some judgment calls, and those are difficult ones," Obama said from the White House as Gadhafi's violent counteroffensive against rebels gained strength. By choosing tough and even grisly language when questioned about Gadhafi at a news conference, Obama sought to show the United States would not simply stand by. Beyond the rhetoric, it was not clear which next steps Obama might be willing to take, but he said he was considering all options, including military efforts with NATO partners. On Friday, Gadhafi's regime showed growing confidence after retaking a strategic near Tripoli. Government forces also captured a key oil town in the east and fought to dislodge rebels who took refuge among towering storage containers of crude oil and gas in nearby facilities.

3/7/2011 Libya army transport deal frozen after US approval
In the months before Libyans revolted and President Barack Obama told leader Moammar Gadhafi to go, the U.S. government was moving to do business with his regime on an increasing scale by quietly approving a $77 million dollar deal to deliver at least 50 refurbished armored troop carriers to the dictator's military. Congress balked, concerned the deal would improve Libyan army mobility and questioning the Obama administration's support for the agreement, which would have benefited British defense company BAE. The congressional concerns effectively stalled the deal until the turmoil in the country scuttled the sale. Earlier last week, after all military exports to the Gadhafi regime were suspended, the State Department's Directorate of Defense Trade Controls informed Capitol Hill that the deal had been returned without action — effectively off the table, according to U.S. officials who spoke on condition of anonymity to describe the deal's sensitive details. State Department spokesman Mark C. Toner said the proposed license was suspended along with the rest of "what limited defense trade we had with Libya." The Gadhafi regime's desire to upgrade its troop carriers was so intense that a Libyan official told U.S. diplomats in Tripoli in 2009 that the dictator's sons, Khamis and Saif, both were demanding swift action. Khamis, a commander whose army brigade reportedly attacked the opposition-held town of Zawiya with armored units and pickup trucks, expressed a "personal interest" in modernizing the armored transports, according to a December 2009 diplomatic message disclosed by WikiLeaks, the whistleblower website.

1/7/2011 Too much fluoride in water, government says -- High levels causing spots on teeth; recommended limit to be lowered
Fluoride in drinking water — credited with dramatically cutting cavities and tooth decay — may now be too much of a good thing. Getting too much of it causes spots on some kids' teeth. A reported increase in the spotting problem is one reason the federal government will announce Friday it plans to lower the recommended levels for fluoride in water supplies — the first such change in nearly 50 years. About 2 out of 5 adolescents have tooth streaking or spottiness because of too much fluoride, a surprising government study found recently. In some extreme cases, teeth can even be pitted by the mineral — though many cases are so mild only dentists notice it. Health officials note that most communities have fluoride in their water supplies, and toothpaste has it too. Some kids are even given fluoride supplements. The U.S. Department of Health and Human Services is announcing a proposal to change the recommended fluoride level to 0.7 milligrams per liter of water. And the Environmental Protection Agency will review whether the maximum cutoff of 4 milligrams per liter is too high.

The Coast Guard said Saturday that an area of discolored water near a Mississippi River pass south of New Orleans appears to be an algae bloom, but another spot 10 miles away could be oil. Jeff Hall, spokesman for the Unified Area Command, said tests could determine if the suspected oil is from the BP spill. The Coast Guard sent two flights over the West Bay area near Venice on Saturday. Two boats also went out to check the waters.

9/26/2010 Security experts: Computer attacks linked to wealthy group or nation
A powerful computer code attacking industrial facilities around the world, but mainly in Iran, probably was created by experts working for a country or a well-funded private group, according to an analysis by a leading computer security company. The malicious code, called Stuxnet, was designed to go after several "high-value targets," said Liam O Murchu, manager of security response operations at Symantec Corp. But both O Murchu and U.S. government experts say there's no proof it was developed to target nuclear plants in Iran, despite recent speculation from some researchers.

US officials said last month that the Stuxnet was the first malicious computer code specifically created to take over systems that control the inner workings of industrial plants. A number of governments with sophisticated computer skills would have the ability to create such a code. They include China, Russia, Israel, Britain, Germany and the United States. But O Murchu said no clues have been found within the code to point to a country of origin.

Symantec's analysis of the code, O Murchu said, shows that nearly 60 percent of the computers infected with Stuxnet are in Iran. An additional 18 percent are in Indonesia. Less than 2 percent are in the U.S. The malware has infected as many as 45,000 computer systems around the world. Siemens AG, the company that designed the system targeted by the worm, said it has infected 15 of the industrial control plants it was apparently intended to infiltrate. It's not clear what sites were infected, but they could include water filtration, oil delivery, electrical and nuclear plants. None of those infections has adversely affected the industrial systems, according to Siemens.

8/1/2010 Hacker builds $1,500 cell-phone tapping device
A computer security researcher has built a device for just $1,500 that can intercept some kinds of cell phone calls and record everything that's said. The attack Chris Paget showed Saturday illustrates weaknesses in GSM, one of the world's most widely used cellular communications technologies. His attack was benign; he showed how he could intercept a few dozen calls made by fellow hackers in the audience for his talk at the DefCon conference here. But it illustrates that criminals could do the same thing for malicious purposes, and that consumers have few options for protecting themselves. Paget said he hopes his research helps spur adoption of newer communications standards that are more secure.

Democrats are planning to link the tea party and Republicans, overlapping the two groups to paint the GOP as a party of extremists and the grassroots activists as tools of the establishment. Democratic National Committee sources say the party's strategy is to pose the November midterm elections as a contest between Democrats and a joint GOP-tea party plan for the country. The sources spoke on condition of anonymity ahead of the official launch of the plan Wednesday by DNC Chairman Tim Kaine. A federal judge in New Orleans has blocked a six-month moratorium on new deepwater drilling projects that was imposed in response to the massive Gulf oil spill.

Hornbeck Offshore Services of Covington, La., claims in a lawsuit that the government arbitrarily imposed the moratorium without any proof that the operations posed a threat. Hornbeck, which ferries people and supplies to offshore rigs, says it could cost Louisiana thousands of jobs and millions of dollars in lost wages. "This is an unprecedented industrywide shutdown. Never before has the government done this," plaintiffs attorney Carl Rosenblum said during a two-hour hearing Monday.

Unmanned aircraft have proved their usefulness and reliability in the war zones of Afghanistan and Iraq. Now the pressure's on to allow them in the skies over the United States.

Last year, the FAA promised defense officials it would have a plan this year. The agency, which has worked on this issue since 2006, has reams of safety regulations that govern every aspect of civilian aviation but is just beginning to write regulations for unmanned aircraft.

Climate scientist e-mails show effort to not share data, pettiness, but no fakery

E-mails stolen from climate scientists show they stonewalled skeptics and discussed hiding data — but the messages don't support claims that the science of global warming was faked, according to an exhaustive review by The Associated Press. The 1,073 e-mails examined by the AP show that scientists harbored private doubts, however slight and fleeting, even as they told the world they were certain about climate change. However, the exchanges don't undercut the vast body of evidence showing the world is warming because of man-made greenhouse gas emissions. The scientists were keenly aware of how their work would be viewed and used, and, just like politicians, went to great pains to shape their message. Sometimes, they sounded more like schoolyard taunts than scientific tenets. The scientists were so convinced by their own science and so driven by a cause "that unless you're with them, you're against them," said Mark Frankel, director of scientific freedom, responsibility and law at the American Association for the Advancement of Science. He also reviewed the communications.

Frankel saw "no evidence of falsification or fabrication of data, although concerns could be raised about some instances of very 'generous interpretations.'" Some e-mails expressed doubts about the quality of individual temperature records or why models and data didn't quite match. Part of this is the normal give-and-take of research, but skeptics challenged how reliable certain data was. The e-mails were stolen from the computer network server of the climate research unit at the University of East Anglia in southeast England, an influential source of climate science, and were posted online last month. The university shut down the server and contacted the police. The AP studied all the e-mails for context, with five reporters reading and rereading them — about 1 million words in total. One of the most disturbing elements suggests an effort to avoid sharing scientific data with critics skeptical of global warming. It is not clear if any data was destroyed; two U.S. researchers denied it.

One e-mail that skeptics have been citing often since the messages were posted online is from Jones. Jones was referring to tree ring data that indicated temperatures after the 1950s weren't as warm as scientists had determined. The "trick" that Jones said he was borrowing from Mann was to add the real temperatures, not what the tree rings showed. And the decline he talked of hiding was not in real temperatures, but in the tree ring data which was misleading, Mann explained. Sometimes the data didn't line up as perfectly as scientists wanted. David Rind told colleagues about inconsistent figures in the work for a giant international report: "As this continuing exchange has clarified, what's in Chapter 6 is inconsistent with what is in Chapter 2 (and Chapter 9 is caught in the middle!). Worse yet, we've managed to make global warming go away! (Maybe it really is that easy...:)." But in the end, global warming didn't go away, according to the vast body of research over the years.
